This is usually caused due to an IIS/DB connectivity issue.Please follow these instructions:

  1. open SystemConfig tool (located either on the desktop, or in c:\actus\bin)
  2. access the License panel on the left
  3. click “Copy License to Clipboard”
  4. paste the license into the empty box
  5. click Install New License
  6. open a raised CMD (right-click, Run As Administrator)
  7. type iisreset

That should fix the issue.
